SOWs are usually included in the government`s request (RFP or RfQ) and are transferred into the final contract, as negotiated with the bidder. In federal applications and contracts, SOWs are included in Section C “Descriptions/specifications” of the uniform contract format, but can also be inserted as an appendix to Section J. In task orders, the SOW can simply be included in the conditions of the command itself. The SOW is often supplemented by technical reference documents and appendices. During the development of the SOW, it is important to ensure that the declaration of work is complete and sufficiently detailed, but that the declarations are not a reproduction of general conditions or other provisions elsewhere in the invitation or contract. The instructions of MIL-STD-881 and MIL-HDBK-245 stipulate that a work structure should be used for the development of the SOW.
